敬告中国同胞、海外华人及国际社会：
中国共产党执政七十余年，并未带来真正的民族复兴，反而在制度层面制造了一个
以恐惧、谎言与权力垄断为核心的极权体系。今天中国所面对的，不是发展问题，而
是制度性人权灾难。
中共始终以“人民”“国家”“稳定”为名，却系统性地剥夺人民的选择权、表达权与
监督权。这不是个别失误，而是一套拒绝人民、惧怕真相的统治模式。
我们基于事实与良知，明确指出这一政权的五个根本性问题：

一、政权缺乏民主授权，人民被排除在权力之外
中国共产党从未通过自由、公正的选举获得执政合法性。政权建立在武力与恐惧之
上，而非人民授权。至今，中国公民仍被剥夺结社、参政与自由表达的基本权利。

二、靠谎言维稳，靠暴力续命
从历史上的政治运动，到1989年天安门镇压，再到疫情期间的信息封锁与极端管
控，中共反复证明：只要真相威胁权力，它就会被消灭。审查、封号、监控与抓捕，
已经成为常态治理工具。

三、权力与资本合谋，制造极端不公
在“社会主义”名义下形成的，是高度封闭的权贵资本结构。资源、机会与安全，被少
数政治家族垄断；普通民众被迫在高压与不确定中生存。“共同富裕”成为政治口号，
而非现实目标。

四、对外输出威权模式，破坏国际秩序
中共政权正通过经济胁迫、政治渗透、技术监控等方式，向外扩散专制治理模式。这
不仅损害他国主权，也正在侵蚀以人权、法治为基础的国际秩序。

五、系统性摧毁社会良知与个体尊严
通过意识形态灌输、全民监控、鼓励告密、惩罚异议，中共试图让恐惧内化，让沉默
常态化。这种统治，目标不只是控制社会，更是控制人的思想与良知。

中国民主党英国委员会郑重声明：
• 中国的未来，必须建立在人民主权、宪政民主与法治之上
• 任何真正的国家复兴，都必须以人权、自由与尊严为前提
• 中国的问题，必须通过非暴力、民主、制度性转型来解决
一个惧怕人民的政权，不可能长久；
一个没有自由的国家，不可能真正强大。

认清现实，拒绝谎言，守住良知。
我们呼吁海外华人：
不要沉默，不要自欺，为自由发声。
我们呼吁国际社会：
持续关注中国人权现状，与中国人民站在一起。
历史不会倒退。
专制终将被淘汰，自由终将到来。

Statement of Position
China Democracy Party – UK Committee
To Chinese compatriots, overseas Chinese communities, and the international community:
After more than seventy years in power, the Chinese Communist Party has not
brought genuine national rejuvenation. Instead, it has constructed a totalitarian
system rooted in fear, deception, and the monopoly of power. What China faces
today is not merely a development problem, but a systemic human rights
catastrophe.
Under the banners of “the people,” “the nation,” and “stability,” the CCP has
systematically deprived citizens of their rights to choice, expression, and oversight.
This is not a matter of isolated mistakes, but a governing model that rejects the
people and fears the truth.
Based on facts and conscience, we clearly identify five fundamental problems of this regime:
I. Lack of Democratic Mandate — The People Are Excluded from Power
The Chinese Communist Party has never obtained governing legitimacy through free
and fair elections. Its rule is founded on force and fear, not on the consent of the
people. To this day, Chinese citizens are denied basic rights such as freedom of
association, political participation, and free expression.
II. Stability Maintained by Lies, Survival Sustained by Violence
From historical political campaigns, to the violent suppression of the 1989
Tiananmen Movement, to information censorship and extreme controls during the
pandemic, the CCP has repeatedly demonstrated one principle: whenever truth
threatens power, it is eliminated. Censorship, account bans, surveillance, and arbitrary detention have become routine tools of governance.
III. Collusion Between Power and Capital, Producing Extreme Inequality
Under the banner of “socialism,” a highly closed system of elite capitalism has
emerged. Resources, opportunities, and security are monopolized by a small number
of political families, while ordinary people are forced to live under pressure and
uncertainty. “Common prosperity” exists as a political slogan, not as a lived reality.
IV. Exporting Authoritarianism and Undermining the International Order
The CCP is actively exporting authoritarian governance through economic coercion,
political infiltration, and surveillance technology. This not only harms the sovereignty
of other nations, but also erodes the international order built upon human rights and
the rule of law.
V. Systematic Destruction of Social Conscience and Human Dignity
Through ideological indoctrination, mass surveillance, encouragement of informants,
and punishment of dissent, the CCP seeks to internalize fear and normalize silence.
This system does not merely aim to control society—it aims to control thought and
conscience.
Our Position
The China Democracy Party – UK Committee solemnly declares:
• China’s future must be built upon popular sovereignty, constitutional democracy, and the rule of law
• Any genuine national rejuvenation must be grounded in human rights, freedom, and dignity
• China’s crisis must be resolved through nonviolent, democratic, and institutional transformation
A regime that fears its people cannot endure.
A nation without freedom cannot be truly strong.
Our Call
We call upon Chinese compatriots:
Recognize reality, reject lies, and uphold conscience.
We call upon overseas Chinese communities:
Do not remain silent. Do not deceive yourselves. Speak out for freedom.
We call upon the international community:
Continue to pay attention to the human rights situation in China and stand with the Chinese people.
History will not move backward.
Authoritarianism will ultimately be eliminated.
Freedom will ultimately arrive.
