近日,香港新界大埔發生嚴重火災,造成多名居民傷亡。這一慘痛災難震驚海內外,也令無數關心香港的人們深感悲痛。在此,中國民主黨全國聯合總部(海外)向遇難者致以沉痛哀悼,向傷者與所有受影響的家庭表達最深切的慰問。
一、無辜生命的逝去,是本可避免的悲劇
香港曾以嚴格的樓宇管理、完善的消防制度與高效的城市治理著稱。無論是公共設施的維護、樓宇的安全檢查,還是對高危隱患的預防機制,香港社會在回歸前長期保持著專業、透明、有效的運作模式。像此次大埔火災這樣規模巨大、死傷慘重的事件,在過去確實極為罕見。這一慘劇不是偶然,而是制度性崩壞的必然結果。
二、根源在於中共全面接管後的治理倒退
回歸二十餘年來,北京當局對香港的全面掌控不斷加深,“一國兩制”名存實亡。真正專業的制度被削弱,獨立問責機制被摧毀,專業崗位被政治化取代:
• 安全監管被弱化;
• 消防與樓宇管理資源投入不足;
• 政府行政體系趨向官僚、消極與懼於承擔責任;
• 媒體監督與公民批評權被壓制;
• 公共政策不再以市民福祉為最高準則。
在這樣的環境下,隱患不再有人敢說,制度不再有人能守,問題不再有人負責。生命悲劇的出現,並不是巧合,而是獨裁體制下不可避免的惡果。
三、中共長期漠視生命,對災難的態度一以貫之
從大陸頻繁發生的礦難、校舍倒塌、疫情封控導致的次生死亡,到香港近年來的社會治理混亂,背後都有一個共同特徵:中共政權從未將人的生命價值置於統治目標之上。資訊封鎖、推諉責任、壓制追問、維穩優先——這些做法一次次證明:中共要維持的是權力,而不是人民的生命安全。
四、我們呼籲香港市民認清體制性問題,不再讓悲劇重複
香港市民必須清醒意識到:
• 悲劇不是單個部門的失誤,而是政治制度的問題;
• 沒有問責,就不會有改善;
• 沒有自由,就不會有監督;
• 在中共統治邏輯下,香港的安全、權利與生活水準都會繼續退化。
只有堅守對自由、法治與人權的追求,拒絕沉默,拒絕被恐懼馴化,香港社會才有可能阻止更多不必要的傷亡。

Solemn Statement of the China Democracy Party National Joint Headquarters (Overseas) on the Tragic Tai Po Fire in Hong Kong”
In recent days, a serious fire broke out in Tai Po, New Territories, Hong Kong, causing multiple casualties. This painful disaster has shocked people at home and abroad and has brought profound grief to all who care about Hong Kong. Hereby, the China Democracy Party National Joint Headquarters (Overseas) expresses its deep mourning for the victims and extends our sincerest sympathies to the injured and to all affected families.
I. The loss of innocent lives is a tragedy that could have been prevented
Hong Kong was once known for strict building management, a sound fire safety system, and efficient urban governance. Whether in the maintenance of public facilities, building safety inspections, or preventive mechanisms for high-risk hazards, Hong Kong society maintained a professional, transparent, and effective operating model for a long time prior to the handover. Large-scale incidents with heavy casualties, such as this Tai Po fire, were indeed extremely rare in the past.
This tragedy is not accidental; it is the inevitable outcome of systemic deterioration.
II. The root cause lies in governance regression after the CCP’s comprehensive takeover
Over the more than two decades since the handover, Beijing’s comprehensive control over Hong Kong has continued to deepen, and “One Country, Two Systems” has become a hollow slogan. Genuine professional institutions have been weakened, independent accountability mechanisms have been dismantled, and professional positions have been replaced by political considerations:
• Safety regulation has been weakened;
• Resources invested in fire services and building management have been insufficient;
• The government’s administrative system has become increasingly bureaucratic, passive, and fearful of responsibility;
• Media oversight and citizens’ right to criticism have been suppressed;
• Public policy is no longer guided by the well-being of the people as its highest principle.
In such an environment, hazards become unspeakable, safeguards become unenforceable, and accountability disappears.
The emergence of fatal tragedies is not a coincidence, but an unavoidable consequence of authoritarian rule.
III. The CCP’s long-standing disregard for life is consistent in its response to disasters
From frequent mining accidents, school-building collapses, and secondary deaths caused by pandemic lockdowns on the mainland, to the disorder in Hong Kong’s social governance in recent years, one common feature stands out:
The CCP regime has never placed the value of human life above its goals of political control.
Information blockade, shifting blame, suppressing questions, and prioritising “stability maintenance” — these practices have repeatedly proven one thing:
What the CCP seeks to preserve is its power, not the safety of people’s lives.
IV. We call on Hong Kong citizens to recognise the systemic nature of the problem and not allow tragedies to recur
Hong Kong residents must clearly understand that:
• The tragedy is not merely the failure of an individual department, but a problem rooted in the political system;
• Without accountability, there will be no improvement;
• Without freedom, there will be no oversight;
• Under the CCP’s logic of rule, Hong Kong’s safety, rights, and living standards will continue to deteriorate.
Only by upholding the pursuit of freedom, the rule of law, and human rights — by refusing silence and refusing to be tamed by fear — can Hong Kong society prevent more unnecessary casualties.
V. The position of the China Democracy Party National Joint Headquarters (Overseas)
We stand with the people of Hong Kong.
We extend our deepest condolences to the families who lost loved ones in the fire.
