UK House of Lords Exposes CCP’s Transnational Repression
On July 15, 2025, the China Democratic Party National Joint Headquarters (Overseas) – UK Committee was officially invited for the first time to the House of Lords of the UK Parliament to attend a high-level international human rights seminar held at the Palace of Westminster. The event was initiated and chaired by Lord Alton of Liverpool, an independent member of the House of Lords and a prominent human rights advocate.
The seminar’s theme was: “Freedom of Religion or Belief in China & the CCP’s Accelerating Transnational Repression.” It focused on the Chinese government’s systematic persecution in the areas of religious freedom, human rights, and cross-border suppression, covering long-persecuted groups including those in Mainland China, Hong Kong, Tibet, the Uyghur Muslim population in Xinjiang, and Falun Gong practitioners.
This seminar was organized by the All-Party Parliamentary Group for International Freedom of Religion or Belief (APPG FoRB) and held in an official venue within the House of Lords, with formal invitations issued. It provided a platform to amplify the voices of persecuted communities across the globe. The official participation of the China Democratic Party National Joint Headquarters (Overseas) – UK Committee marked a significant step into the core political arena of the British Parliament and carried substantial political and historical significance.
Key Speakers Included:
• Lord Alton of Liverpool – Independent member of the House of Lords, founder and Vice-Chair of the APPG FoRB, sanctioned by the Chinese Communist Party for exposing human rights abuses in Xinjiang.
• Sir Iain Duncan Smith MP – Former leader of the UK Conservative Party, current Member of Parliament, member of the Inter-Parliamentary Alliance on China (IPAC), also sanctioned by the CCP.
• Marie Rimmer MP – Labour MP, vocal advocate against forced organ harvesting and critic of CCP violence against prisoners of conscience.
• Dr. David Matas – Renowned international human rights lawyer, co-author of Bloody Harvest, and recipient of the Order of Canada.
Delegation from the China Democratic Party National Joint Headquarters (Overseas) – UK Committee:
• Chairman Mr. Ma Yinglai
• Vice Chairman Mr. Huang Jun
• Vice Chairman Mr. Cui Shaohua
• Head of Organization Department Mr. Zhang Bin
• Secretariat Member Mr. Chen Shanguo
Notably, the seminar not only sparked extensive policy-level discussions, but also reflected the UK Parliament’s recognition of exiled political forces and human rights organizations from China. Participants widely agreed that the CCP’s transnational repression violates the personal freedoms of the persecuted and poses a serious challenge to the international rule of law and democratic order. The seminar called on Western countries to strengthen cooperation and jointly build an international alliance against authoritarian oppression.
At the seminar, Lord Alton pointed out that the Chinese government’s suppression of religious freedom has expanded beyond its borders and that its “transnational repression” has become a serious threat to global human rights security. He emphasized that the CCP uses a range of tactics—including technological surveillance, diplomatic pressure, espionage, cyber monitoring, intelligence infiltration, and even threats against the families of exiles—to intimidate and target dissidents living overseas.
The five-member delegation not only attended the seminar but also engaged in cordial discussions and photo sessions with Lord Alton, Sir Iain Duncan Smith, Marie Rimmer MP, and Dr. David Matas, demonstrating a strong connection between Chinese democratic forces and the international human rights community.
The seminar commenced at 10:00 AM and concluded successfully around 11:50 AM. Following the event, the China Democratic Party delegates joined an outdoor protest held at Parliament Square, Westminster. Alongside representatives of human rights organizations and members of the Falun Gong Association, they expressed their solidarity with persecuted groups and voiced strong opposition to the Chinese Communist regime’s authoritarian actions.
Summary:
This seminar represented another collective voice from the UK Parliament condemning China’s transnational repression and was a significant appearance by the China Democratic Party on the international stage. We remain steadfast in our beliefs and will continue to unite with the global forces of justice to achieve true freedom and constitutional democracy in China.
