伦敦不是中共的情报前哨 —— 全球民主力量抗议“超级大使馆”渗透计划

    2025年6月14日，来自多个国家和地区的民主团体、人权组织及流亡社群再次集结伦敦皇家铸币厂旧址，发起新一轮抗议行动，强烈反对中国共产党在伦敦设立“超级大使馆”的扩张计划，公开谴责其全球范围内的间谍渗透与跨国镇压行为。

    本次抗议中，中国民主党全联总（海外）英国委员会作为重要参与团体之一，参与代表包括：马迎来、崔少华、章斌、陈小丽、陈善国等。这是继数月来多次抗议之后，又一次规模空前、阵线广泛的示威行动，彰显了国际社会对中共扩张行径的持续关注与坚定抵制。

    与会团体一致指出，中共在伦敦设立的“超级大使馆”远非普通外交设施，而是其全球极权战略的一部分。一旦建成，该机构将极可能被用作情报监控平台、海外维稳据点，甚至用于打压在英的异议群体。这种打着“外交”幌子的政治扩张，对英国民主制度、国家安全及华人社群的自由空间构成严重威胁。

                                

     近年来，中共不断在全球推动“超大使馆”计划，其背后往往伴随跨国镇压与情报活动的升级。从“海外警察站”到“统战渗透”，其扩张手法已受到多个国家情报机关与议会调查关注。伦敦“超级大使馆”计划正是中共输出极权、延伸控制边界的典型案例。

    中国民主党全联总（海外）英国委员会在集会发言中强调，英国作为自由民主国家，有责任保护自身宪政制度与人民自由，不应为中共的政治操控提供合法平台。允许中共在英国心脏地带设立这类超规模机构，将使英国陷入更深的渗透风险与外交被动。

                                  

    委员会指出，中共的全球外交布局本质上是制度性输出：在国内施行高压控制，在国际上输出极权逻辑，以侨社为基础，以“使馆”为支点，以信息与利益为武器，试图削弱自由国家的防线，分裂海外华人社会，压制反对声音。

    委员会呼吁英国政府采取明确立场，停止模糊应对，坚决阻止“超级大使馆”计划落地。任何以“交流”、“投资”、“建设”为名的模糊语言，都是对中共战略意图的掩护，最终将损害本国社会的自由结构。

                                   

    在发言中，马迎来指出：“我们不是针对中国人民，而是反对这个不受制约、持续输出专制的中共政权。所谓的‘超级大使馆’，根本不是外交设施，而是极权工具，是海外监控与政治打压的前哨。”

    崔少华强调：“中共不应被允许在英国民主土壤上合法化其政治控制行为。自由国家如果继续回避、拖延，就等于纵容对自身制度的侵蚀。”

    章斌表示：“中共擅长利用规则漏洞和西方善意，将其极权模式延伸至海外。我们必须正面对抗，划清制度底线，不能让民主国家成为极权制度的延伸平台。”

                                   

本次抗议行动中，主办方联合多方团体提出三项具体诉求，敦促英国政府：

1. 立即中止中共“超级大使馆”项目审批程序；

2. 加强对中共外交机构活动范围的立法监管，防止其从事间谍与统战工作；

3. 联合其他民主国家，推动建立防范跨国镇压与政治渗透的国际机制。

    虽然英国政府此前曾表示“正在重新评估”相关项目，但始终未有实质回应。抗议各方明确指出，民主国家的对华政策必须摆脱幻想，不应在国家安全与经济利益之间妥协，更不能牺牲基本价值原则。

    中国民主党全联总（海外）英国委员会表示，将继续揭露中共的全球扩张策略，推动与国际民主阵线合作，共同建立对极权势力的系统性抵御机制，并不断向英国社会与国际舆论传递明确声音。集会最后，组织方发出呼吁：“反对中共暴政不是一国之事，而是自由世界的共同责任。我们不会停止发声，直到中共彻底退出民主国家的内部空间，直到真正自由的中国出现。”

London Is Not a Frontline for CCP Surveillance — Global Democratic Voices Rally Against China’s “Super Embassy” Expansion

On June 14, 2025, democratic organizations, human rights groups, and exiled communities from multiple countries and regions gathered once again outside Royal Mint Court in London to protest the Chinese (CCP) government’s plan to establish a massive “Super Embassy” in the UK capital. Protesters strongly condemned the CCP’s escalating global surveillance efforts and transnational repression carried out under the guise of diplomacy.

Participating in this protest, the China Democracy Party National Headquarters (Overseas), UK Committee (CDP), was represented by Ma Yinglai, Cui Shaohua, Zhang Bin, Chen Xiaoli, and Chen Shanguo, among others.

This was yet another large-scale and united protest following several previous actions in recent months, demonstrating the international community’s growing vigilance and resistance against the CCP’s global expansionism.

Protesting groups unanimously pointed out that the proposed “Super Embassy” is not a normal diplomatic facility but an integral part of the CCP’s global authoritarian strategy. If constructed, it would likely be used as a surveillance hub, a political enforcement center, and a platform to target dissidents in the UK. Such an expansion, disguised as diplomatic outreach, poses a direct threat to the UK’s democratic institutions, national security, and the freedom of overseas Chinese communities.

In recent years, the CCP has promoted similar oversized embassy projects around the world, often accompanied by transnational repression and intelligence activities. From “overseas police stations” to United Front operations, its tactics have drawn concern from international intelligence agencies and parliaments. The proposed Super Embassy in London is a clear example of the CCP exporting authoritarianism and extending control beyond its borders.

In its public statement at the protest, the China Democracy Party National Headquarters (Overseas) (CDP) emphasized that the UK, as a liberal democratic society, has a responsibility to safeguard its constitutional order and citizens’ freedoms. It must not allow the Chinese (CCP) government to establish a surveillance base on British soil.

CDP stated that the CCP’s global diplomatic strategy is, in essence, authoritarian infiltration. Domestically, it exercises brutal control; internationally, it exports its ideology through diaspora organizations, embassies, and economic leverage. Its ultimate aim is to weaken democratic societies, divide overseas Chinese communities, and silence dissent.

CDP called on the UK government to take a clear and firm stance against the Super Embassy project. Ambiguous rhetoric around “exchange,” “investment,” or “construction” only serves to camouflage the CCP’s political intentions and risks undermining Britain’s free society.

Speaking at the protest:

Ma Yinglai stated:

“We are not opposing the Chinese people — we are standing against the CCP regime that exports repression unchecked. This so-called ‘Super Embassy’ is not a diplomatic building. It is a command post for surveillance and intimidation abroad.”

Cui Shaohua emphasized:

“No authoritarian regime should be allowed to normalize political control on democratic soil. If free societies continue to delay or avoid confrontation, they are essentially inviting institutional erosion.”

Zhang Bin added:

“The CCP exploits legal loopholes and Western goodwill to extend its authoritarian model overseas. We must confront this directly and draw a clear line to prevent democracies from becoming extensions of authoritarian systems.”

The protest organizers, including CDP and other pro-democracy groups, issued the following three demands to the UK government:

1. Immediately halt the CCP’s Super Embassy approval process in London;

2. Enact stronger legal oversight on the activities of Chinese diplomatic missions to prevent espionage and political interference;

3. Collaborate with other democratic nations to establish an international mechanism to resist transnational repression and political infiltration.

Despite earlier statements from the UK government indicating it was “reviewing” the project, no concrete actions have been taken. Protesters warned that continued indecision empowers the Chinese (CCP) government to proceed unchallenged, undermining national security and democratic integrity.

CDP reiterated its commitment to exposing the CCP’s global expansion strategies and working with international democratic allies to build a systematic defense against authoritarian influence. The organization pledged to continue raising awareness in British society and the global community.

The protest concluded with a unified message:

“Resisting the tyranny of the CCP is not the responsibility of one nation alone. It is the duty of the entire free world. We will not be silent until the CCP withdraws from democratic societies — and until a free China rises.”
